Luxembourg’s current national strategies for artificial intelligence, data and quantum technologies were presented on 19 May 2025 as one package, “Accelerating digital sovereignty 2030”. The AI strategy focuses on applied use in high-impact sectors and 11 flagship projects; the data strategy, led by the Ministry for Digitalisation, sets out 33 actions to 2030. The strategy documents

The three strategies were presented on 19 May 2025 by Elisabeth Margue (minister delegate to the Prime Minister for Media and Connectivity), Stéphanie Obertin (minister for Research and Higher Education and for Digitalisation) and Lex Delles (minister of the Economy). According to the AI strategy document, they were prepared jointly by the Ministry of State, the Ministry for Research and Higher Education, the Ministry of the Economy and the Ministry for Digitalisation, with dedicated budgets for 2025 to 2030. They succeed “Artificial Intelligence: A Strategic Vision for Luxembourg” and “The Data-Driven Strategy for the Development of a Trusted and Sustainable Economy in Luxembourg”, both from 2019, which the government considered in need of review after the rapid spread of new AI tools in 2023.

Each document shares a common section and the same six transversal enablers: governance and regulation, talents and skills, infrastructures, a service ecosystem, research and innovation, and international collaboration. The stated 2030 ambition is for Luxembourg to become a “country of digital and technological innovation centred on people, agility, sustainability and international collaboration”.

The AI strategy

The AI strategy aims to scale applied, trustworthy AI in line with the EU AI Act and European values. It names four high-impact sectors: public administration, finance, health and culture. Its 11 flagship projects include a legal large language model for public administration (4LM), an AI Experience Centre at the LHoFT for the financial sector, AI readiness for precision medicine, an AI-based tool to anticipate skills needs on the labour market, a sovereign AI chatbot for education, and projects in mobility, cybersecurity, energy, climate science, space and cultural heritage. The government also announced the rapid set-up of regulatory sandboxes and AI-skills and literacy programmes for citizens.

Implementation has continued since. On 17 June 2025 the government signed a strategic partnership with Mistral AI covering AI adoption within the state, research collaboration and a defence contract, with solutions hosted on site so that sensitive data stays under state control. On 4 March 2026 Prime Minister Luc Frieden launched the AI4LUX campaign, announcing a sovereign chatbot for civil servants and a legal chatbot on Legilux.

Compute: MeluXina, the AI Factory and MeluXina-AI

The strategies build on infrastructure Luxembourg already has. The MeluXina supercomputer has been operational since 2021 as part of the EuroHPC network; according to the AI strategy, it processed 35% of all EuroHPC AI projects in 2023.

The Luxembourg AI Factory was selected by EuroHPC in December 2024 and has been operational since April 2025. It is coordinated by LuxProvide with Luxinnovation, the Luxembourg National Data Service, the University of Luxembourg and LIST, focuses on finance, space, cybersecurity and the green economy, and has a total budget of €80 million, half funded by EuroHPC through the Digital Europe Programme. The strategy describes it as a one-stop shop with its centre in Belval.

Its dedicated machine, MeluXina-AI, moved a step closer on 22 July 2026, when EuroHPC announced the procurement contract with E4 Computer Engineering. The system will have 1,008 NVIDIA GPUs across 252 nodes and an estimated AI peak performance above 20 exaflops, spread over two sites in Bissen and Bettembourg and operated by LuxProvide. EuroHPC said installation would begin in autumn 2026. The quantum strategy adds the MeluXina-Q quantum computer in Bissen and plans to couple it with MeluXina-AI.

The data strategy

The data strategy aims at an attractive, high-performing, sovereign and secure data environment. It defines 33 actions to be implemented by 2030 and encourages sector data spaces. A new Luxembourg Data Factory, supervised by the Ministry for Digitalisation, is to support public, private and research organisations in turning reusable data into interoperable data products and services.

The Luxembourg National Data Service (LNDS), operational since 2023 and run as a brand of the economic interest group PNED G.I.E., supports the secondary use of data and the trusted reuse of public-sector data. The legal framework moved forward with the law of 19 December 2025, which provides the national legal basis for data valorisation and the once-only principle and frames the reuse of protected public data under the EU Data Governance Act. Paperjam reported that LNDS expects to handle the first data access requests under this law in 2026. A second text, bill 8395B on the once-only principle, was still before Parliament according to the government’s data strategy page as updated on 29 July 2026.
